    該協(xié)會(huì)說，2003年6月有18家水泥工廠關(guān)閉， 這種趨勢(shì)不僅影響水泥工業(yè)，也阻礙了私人對(duì)其它行業(yè)的投資。水泥行業(yè)雇用1千萬工人，還提供了1千萬個(gè)間接崗位。

    該協(xié)會(huì)敦促政府部門采取緊急措施挽救該行業(yè)，考慮促進(jìn)水泥行業(yè)投資并提供就業(yè)崗位。

 COUNTDOWN TO BUDGET - Cement industry seeks zero tariff on slag, fly ash Duty reduction on clinker

Cement manufacturers have demanded zero tariff on import of slag and fly ash, and 15 per cent reduction in import duty on clinker to save the sector from a major setback.

Clinker, the basic raw material for producing cement, is now facing 22.5 per cent import duty while it is 15 per cent on slag and fly ash.

Earlier, import of raw materials was duty free. But later, the government imposed 7.5 per cent duty at a time when the state-owned Chittagong Cement Clinker Factory was privatised and a number of private entrepreneurs started setting up cement plants in the country, Ahmed Akbar Sobhan, president of the Bangladesh Cement Manufacturing Association said.

The import duty on raw materials was raised to 15 per cent and finally to 22.5 per cent.

Besides, the government initially imposed 7.5 per cent customs plus 7.5 per cent regulatory duty on import of fly ash and slag. The duties on both the raw materials were unified in the budget for 2001-02 fiscal.

"We urge the government to revise the customs duties on our basic raw materials to save the industry as well as increase revenue earning from the cement industry as value added tax," the association chief said in the budget proposals.

He mentioned that over 60 cement plants have so far been set up in the country with an annual production capacity of 130 lakh tonnes while domestic consumption is 60-65 lakh lakh tonnes.

A few manufacturers started small scale export of cement to the north-eastern Indian state of Tripura, but it came to an abrupt halt following some non-tariff barriers imposed by the Indian government, the association chief regretted.

Manufacturers of popular local and international brands of cement have somehow managed to survive by minimising their production or selling their products at rates lower than the market prices, but a good number of companies winded up due to cumulated losses, the association pointed out.

Quoting a report of the Board of Investment, the association said, 18 cement factories were closed down in July, 2003 alone, bringing down investments of crores of taka in the sector to zero.

The trend will not only affect the cement industry, but also discourage private investment in other sectors, it feared.

With an estimated investment of Tk 5,000 crore, the cement industry employed some one lakh workers and employees, and created another 10 lakh indirect jobs in the marketing chain.

The association urged the government to take urgent steps to save the industry taking into account huge investment and jobs in this sector.
